Open Question: Please help; I don't know what to do; Major HR issue?

i have a male supervisor w/ a disgusting foot fetish and I (female) have really nice looking feet. I work in the tech industry where we have zero customer interactions and comfort is preferred. Our dress code is very lax. I used to often wear sandals w/ my jeans as do many other co-workers. Since this is the tech industry the majority of my co-workers are men but they are all very respectful and polite and never make off color remarks. When the season started warming up, I noticed this mans eyes always wandered to my feet, always, other people would say hi to me, look me in the eye, and his eyes would go straight to my feet. He'd come up to me w/ excuses to "talk" to me all the while looking at my feet. He came up to my desk asking what I was eating; I was not eating anything, I was reading a book; he wasn't paying attention b/c he was staring at my feet. He'd always ask me about my shoes and where I got them, I guess another excuse to look at my feet. Then one day he asked to take a picture of my feet b/c he liked my shoes. The picture was never taken and the day after and ever since, I've worn closed toe shoes. The other day, he was supposed to have been gone on vacation , but showed up, I wore sandals thinking he wasn't going to be here, but he was, and he called me in for a quick "meeting". Well guess who got an eyefull that day. This is disgusting. My company has only one HR rep here onsite, and any harrassment issues I have to take up w/ him. He and the HR rep are very buddy buddy. This is very much a boys club and I feel sick coming to work knowing this pervert is my boss. What can I do?
