Open Question: Cheating question?

So I'm looking for a group opinion on something. My gf and I got into a fight a couple weeks ago to where she left the house overnight. Her only place to go was a mutual friends house (guy's house) who has explained he has a crush on her and is very flurtatous.She already explained to me that nothing happened and the only thing that happened is he cuddled with her and played with her hair while she cried about me.Now she's explained to me that while they were talking he actually has a foot fetish, and licked her feet. Then at some point he proceeded to kiss her hands, arms, and then her neck a little. She asked him to stop this because it was making her unconfortable. I'm glad she asked him to stop, but what I'm wondering is what he did to her constitute cheating? If not then why do I feel so betrayed by him and partially by her? Also this situation has happened before with other guys. She's always the victim and has asked the guy to stop before it goes further. Thoughts?
