Open Question: What causes foot fetishes?

There is a man with a foot fetish in my town. I literally seen him dressed as superman in front of one of the local bars on Saturday night for Halloween. He was wearing sandals. I used to work at Verizon Wireless in the mall at a kiosk and he would walk by and stopped to ask me questions and he had a foot necklace hanging from his neck. He had his feet in a pedicure, and this is a man. Should I be concerned about him? He is like older aged, probably in his 50s? What causes people to have foot fetishes?
