Open Question: Can a foot fetish not cause sexual arousal?

Me and my boyfriend have been dating for almost 6 months. He's 22 but still a virgin. He has a huge fear of sex, however he has a foot fetish. I've seen in his laptop that he watches a lot of videos and pictures of feet, but only things related to tickling or massaging, never involving porno. He says he doesn't feel sexual aroused by them. He claims to feel happy, because he finds feet attractive and he also said that I'm the only person he has ever felt sexual atraction with when touching my feet. He says he feels strange when he's sexual aroused by my feet, because he's not used to it and he never really thought about sex. Before he met me, he used to tickle and massage his girl friends feet, because if felt good and he felt happy about it.I'm confused by all of this. Is it possible to have a fetish that doesn't cause sexual arousal with anyone but the person you love? I don't understand... If he doesn't feel aroused by all the other girls, why the need to keep staring at their feet or google them?
