Open Question: Awkward question, wondering what other peoples opinions would be lol?

Randomly was talking to a friend also interested in psychology and an interesting hypothetical question came up. Fellow ladies, if you personally didn't have a foot fetish but a man massaging your feet did, would you consider it sexual or just an ordinary foot massage if the guys intentions was no more than touching your feet? Guy opinions are welcomed too. Please be mature about the question but feel free to joke, its all hypothetical after all.
