Default Open Question: Do women use heels and foot body language to attract attention from men?

When a woman has boots with high heels or boots heels and is sitting down with her legs crossed, and then looks at her foot and raises her toes high for a few seconds, what is she doing? I often see that a woman, after making eye contact with me, will do this. I know a lot of women are going to deny this. I know heels can make someone look taller, and maybe some women wear them for only that reason, but I think it is like a phallic symbol that shows a woman has sexual interest in someone, or is trying to attract attention. It is certainly not all women with heels or boots that do this, but some do. This explains the foot fetish phenomenon.
