Open Question: Why is my cat attacking everyone?

I need help with my crazy cat. He randomly attacks everyone in my house. He's 3 years old and he has been this way since he was a kitten. When he attacks we tell him no in a stern voice and if he doesn't stop after that we throw him outside. He has a major foot fetish and will latch himself around my ankles and bite my feet, he does the same with my arms and this one time I was holding him and he was calm and nice and then all of a sudden he latched onto my neck like a vampire and wouldn't let go. He has no reason for doing it, alot of the time we'll be sitting down or standing somewhere and he'll come along, stand in front of us, meow, then jump, it's really bad, my two brothers are both over 6 feet tall and he can get up to their chest, they push him away and yell at him and he just comes back for more. It can't be lack of attention cause he gets plenty of it, so if anyone has any ideas on why he behaves like this and how I can stop it please let me know.
