Open Question: Why are the book covers of many paperback novels pictures of leg and shoes/feet?

The cover picture is a photograph of just a person's legs and shoes. Book covers of this type look so similar, and there are so many of them. Is there one group that designs them for all book publishers? Why is this "leg and foot fetish" theme so mainstream? I guess these novels are mostly stories for women about character development.
