Open Question: Weirdo guy just asked me out! How do i turn him down nicely? Help?

So I met this guy at the mall and we flirted and he got my number. Sounds fine, right? He called me, we talked, and I realized this dude is a creeper. He has a foot fetish, he wants me to describe what I'm wearing, and he makes all these moaning sounds when I talk. We only just met and he says he thinks I'm so gorgeous and he's so glad he met me. NOW he wants to take me out on a date. I'm creeped out by him, and I haven't answered him in days. He keeps texting me and messaging me and I don't know how to make him leave me alone. Help?? I know you're probably thinking "just tell him to take a hike" but he's got my number and he'll just bug me trying to figure out why I'm suddenly against him. Any helpful suggestions?? Thanks!
