Open Question: Question about starting a business?

Hi ppl.. the last few months I've been building content to start up my own foot fetish site, it's going to be a pay site w/ a members area section and I am thinking of charging like $5.99 or something cheap, as my content isn't that great, but I know theres a market for it. So, I think I have enough content to put a lot of pictures and a few videos up.. I am not good at or even know how to build a website, so I was thinking of putting an ad out to hire someone to do this and had a few questions..1. I just want a basic, free area/preview/members area page with my content, nothing fancy or outrageous. Whats a good rate I can pay someone? Or do I go by their rates? Do I pay them after the site is completed?2. If I am going to sell photos/content online, is a business license required?
