Open Question: Why don't girls let me massage their feet?

As you probably found out by the title, i have a foot fetish. I really like girls feet, and would love to give one of them a foot massage. I try to offer them a foot rub, and they get all up-tight about it. I have given some though, but she felt it was really weird. I give this boy a foot rub all the time.we're in the changing rooms for p.e. and he likes it. Hes not one of my close friends so its not really awkward.
