Open Question: Taking advantage of a persons weakness?

I'm posting here because I would like to get advice from people on how to proceed in helping my brother First, my brother has always had a turn on for feet or flip flops. My brother is renting a room from a marry couple one block from his college. However this couple found out of his foot fetish and they both do foot teases in front of him by dangling there sandals or buy popping there feet on the table as hes' watching tv with them. The main issue is he's 2008 Acura TL the couple make comments wish I had a car to make errands and so on doing foot teases and my brother gives in because he likes seeing barefeet or flip flops drive his car is there anything else I can do to get the his car back I confronted them and they show me a letter he wrote giving them permission to use his car besides that is there any other means I have to help him.
