Open Question: Is he the right one or not?

So, I've been dating this boy for like almost 5 months (31st March 2012) He's 16 and I'm 13 (only two and a third year difference though) We've broken up 3 times and made up each time. He tells me he loves me and calls me beautiful etc. but never bothers to contact me unless I see him. He mostly ignores my messages and rarely replies. I'm not allowed round his house while his dad's there because he doesn't like me, so we have to sneak around, I'm not doing anything dodgy with him, because I want to wait til I'm at least 15, he seems like a nice boy, but very few of my friends approve. Only my really close friends, like two of my best friends like him, he is different, and we are both punk/emo. also he has a foot fetish-___- which is quite annoying. is this normal? I love him quite alot and get the feeling (most of the time) that he loves me back, does he sound like he's right for me? help!
