Open Question: What does it mean when a guy does this?

So my crush and I have 2 classes together, and in one of them he usually comes over to my desk and works with me and we are always fooling around flirting and such. He has some sort of foot fetish or something cause he always grabs my legs and feet, and pokes my thighs as well as my sides. Whenever I step on his foot, or kick him gently, he flirts back and it makes me feel happy. However, in our other class, today, I flirted with him and kicked him gently on the leg playfully but he doesn't do anything but just stands there and lets me do it. I am sure it has something to do with his friends? I don't know cause they were watching and stuff so yea. Why would he not flirt with me in front of them? Any idea? We're 18 btw.
