Open Question: Boy problems... he has a weird foot fetish?

Ok so this is kind of weird. I know this boy from high school we never really knew of each other. After we graduated and went off to college he friended me on facebook and we started talking here and there. Eventually we exchanged numbers and seemed to hit it off he seemed like he was really into me. Since then we have only hung out a few times (I am now about to be a junior in college) probably because we go to different schools so can only see each other when we both are at home. Anyways as we started talking I realized that he has a foot fetish! At first i thought it was disgusting but eventually got used to it. We were hanging out for the 3rd time and it seemed like he was really into me but he had hadnt tried anything with me. We havent held hands kissed or anything. He offered to give me a foot massage though. I hesitated but then said ok and the foot massage turned into him kissing my feet and what not. nothing happened we still havent kissed or anything i just don't get it. is he not into me? just he just like my feet or something? looollll fml i'm confused and would like some input. Oh and recently he asked me to hang out again and of course i said yes hoping maybe this time he won't hold back to make a move or something. But now he is saying that he wants to buy me a pedicure! how weird is that? I feel like only a boyfriend would buy his girlfriend a pedicure i just don't understand!
