Open Question: Does my little brother has a foot fetish? What can I do about that?

So I'm 19 years old, and my brother, he's only 11, but and I'm getting highly suspicious that he has a foot fetish! It's like, he's always staring at my feet, and when he does that I try to hide them. Also he always wants to touch my feet, whenever he gets the chance. Sometimes he asks me if he can massage my feet, and even thou it is difficult to deny something to those blue eyes, and to deny a good massage, sometimes I say no, so he grabs me hard and tickles my feet and he doesn't leave any chances to scape he's smaller but stronger than me :'(Oh and he even does lick my feet in a playful way. But I don't know if he's really just playing or if he has other intentions :x It's not that I don't like it, I even do, but I really hope he doesn't get obsessed with that, so what can I do about it? Shall I talk to him? Or to mom and dad? I don't want him to feel embarrassed btw. Oh and don't tell me to wear socks, cuz I don't like wearing socks, even when it's cold. I'm may be the only person in the world like that but seriosly, I need other advices. First I want to know if that might be a foot fetish, if it is, then how we can get rid of it, or maybe do something about it?
