Open Question: Does my friend and neighbor like me and should I advance on him?

Alright so I'm a little bi-curious dude. any homophobic comments will most likely be reported and removed for violating the Community Guidelines. Trolls should answer with caution. Also this will be a long story, I'd appreciate it if you'd read it all if not feel free to skim read but if I see lack of logic your chances of getting best answer is slim. So basically don't hate and use explanations in your answer...Alright so my friend is another male. I like him in a way that he "excites" me outside of my fetish and has been the first person (girl or boy) to do this. Well a day ago I was watching Eagle Eye with him and some friends. I was barefoot and he was sitting next to me. he kept grabbing, feeling, or gently touching my foot and would look at me. I would simply adjust not knowing whether he was doing it trying to annoy me or if he had some kind of foot fetish, either way i was uncomfortable at the time. After I adjusted my foot, about 10 minutes later he'd do it again. Later that day he asked me "Have you ever had homosexual thoughts?" which caught me off guard because we were playing Call Of Duty 4. Because I'm bi-curious, I'm still in the closet until I know for sure exactly what my sexual orientation is, I simply replied "no, you?" I looked at him and he gave me a smile and said "no" I replied jokingly "you liar! I saw that smile" He then said "I want to experiment" but said it almost seriously. I simply ignored it at the time assuming he was joking.Later, I confronted him about the foot-touching and he said "it's because I'm horny" I looked at him, shocked at what he'd said. I guess he sensed the awkwardness because he said "...just joking..."I texted him later asking why but i said it almost as if I didn't think much of it and he never answered me. I know he ignored the text though because later that day I was texting him during a family guy episode and he was texting back almost immediately.Also, when he comes over he hangs out with me, not my brother or the other friends, when we go out to eat or whereever he sits by me, he asks me for advice and actually opens up to me about most things that he simply lies abou in public.This is also not the first time I've gotten this vibe from him nor the first time he's touched my feet. I honestly want to know if he is homo/bi so I can find out for sure if I am gay/bi and also to know if he really does like me. I want to know what you think. Do you think he likes me? Would you suggest me advancing on him? if so how?
