Open Question: What can I do about a creepy guy with a foot fetish?

There is a guy in our neighborhood who has a fascination with female feet! One of my friends is going out with him and he has painted her toenails and paid for her pedicures in addition to buying several pairs of shoes for her. He has asked me and other women if we would be willing to let him take photos of our feet for a "future website". What can we do about this creepy guy? I don't like how feet turn him on more than if he saw some lady nude and someone asking to pay to take photos of feet is almost as creepy as someone asking to take nude pictures. Is there anything I or the rest of us ladies can do to get him arrested. If we tell him no (I told him "h-ll no!") he leaves us alone but still we are scared because this guy finds feet sexy. We no longer wear sandals or walk around barefoot because we are scared he will attack us. What do we do? He is the next Ted Bundy! If people don't recall, Ted Bundy liked female feet as well as porn which both led him to the crimes he committed! What can we do other than moving to another town? The cops won't arrest him until he attacks some lady! He offers $50 for photos of our feet and a massage! Why would some guy even want to pay $50 to massage a lady's feet and take photos?
