Open Question: Is touching yourself a sin (Catholic)?

If a guy was to touch himself (other than going to the bathroom, I mean) would that be a sin? I've read some places where people say it is and then some where they say it's natural and isn't... If it was for more like a fetish than anything else, would it be bad then? Like, say, a foot fetish isn't bad or a sin. You can touch your foot, stare at it, kiss it, even lick, bite, and chew it. And none of those are bad. ... The penis is nothing more than a body part, just has different purposes. So, is it a sin to have a penis fetish (not sexual, just fetish)? And do to it what you would do to a foot? Other than the kissing and chewing of course heh cause that would be kinda impossible, you couldn't reach. And...weird. ...The bad thing about touching yourself, that I've heard, is the lust. But if it is only a fetish, could that really be considered lust? One last thing. If you answer yes, well, is it bad to look at it (again other than going to the bathroom, but to stare at it-look at it)? This is for a Catholic, I want to know
