Default Open Question: I have a biting cat and I need your help?

Hi cat people! I have a 3 month old cat that is being difficult to like. I am a cat person and throughout the years have had many cats and kittens. I have had a couple that have had behavior problems like a fetish for man made materials (would eat anything plastic or fake leather, like brief cases, tongs, bags, wires...) and so I understand not all cats are well balanced. My issue: I have a 4 month old siamese cat and he is a biter. He is tooo cute but not easy to like or love. He bites ankles, hands, feet and runs to you to BITE you. I have tried teaching him "No" and water spraying works to keep him out of the bathroom, but biting is a battle all day long. He is different in other ways from other breeds too, but not a problem. Such as he is a major SMELLER. His nose and nostrils are bigger than other cats and he is always smelling huge loud inhales, he sneezes alot and sometimes (far too often-successfully) blows mucus me. Ugh. He runs lightening speed for the door to escape and runs out and keeps going down the stairs like he is runing for his life! ( and I promise he has a good home and is treated kindly and with love) and my other cats were only curious about "Whats out there". He does not do normal things like scratching on a post or furniture and he doesn't knead. Poor little Mokey has a bad personality. And I am getting tired of the BITING-battle. Please help. What can I do???? And do you think he will grow out of this??? EXperienced cat owners and lovers, Vets and vet workers please answer.
