Open Question: How do I tell her I like her?

Okay, so there's this girl at my school who sits at the same lunch table as me. We don't talk any more than just "Hi.", but I'm getting strong feelings for her. I want to tell her, but I don't know anything about her so I'm scared to because she may have a boyfriend. Also, lunch is the only time I see her, and would hate to see her go when schedules change. (They change every 3 months, we just reached the halfway point to the first change) Meaning, I'm racing the clock on this decision.On a similar topic, she often plays with her feet under the table, which really... excites me... because of my foot fetish and I SO want to offer her a foot rub because it looks to me like she does it because her feet hurt. Not to satisfy my desires, I want to offer to show her my massaging skills that may make it easier to get her to like me. BUT! She usually wears a skirt, so I'm afraid to offer because I'm scared she'll think I'm just trying to sneak a peek up there.
