Open Question: How can my brother help his fetish?

My brother is a normal 16 year old guy who hangs out with friends and plays sports just like every other guy. But he recently asked me what to do about his fetish. He has really bad foot and hair fetishes. He said he looks as girls feet a lot but that's it for the foot fetish so thats not a big deal. But his hair fetish he can't control. He said he spends at least one hour a day watching YouTube videos of girls getting their heads shaved. He said he gets boners every video he watches. And he said he really wants to stop watching these videos because it waste time, it's weird, and he doesn't want anyone to find out. But he says he just can't stop. He wants to stop but he just can't. So what should he do to not cure but control this fetish.
