Open Question: I think my baby brother has a foot fetish?

He's one turning two years old and I know this is normal for babies at his age to explore so I'm just wondering how I should act. Like when he licks and bites my feet I kick him away because I'm his sister but then he just laughs and acts more aggressive, I want to teach him that it's normal but just like sex he should wait for marriage and only if his wife is ok with having her feet pampered or whatever they call it lol. Like what age should I talk to him about this at? Any tips would be much appreciated(:
