Open Question: How should I react to this situation?

I have a 15 year old daughter. Recently, she had gotten a boyfriend. Now, I allow them to be together at home but not alone, and I usually check frequently the room they're in to make sure everything is all right. So far, I do not know if they have kissed or gotten to that point or not but I leave my daughter with enough privacy on that matter, and as long as they don't go further than that, it doesn't bother me or my husband. Now, today, my daughter had invited him over and I was home with them. I left them in the living room together and was doing laundry in the basement. When I came back up to the kitchen and looked into the living room I got quite a surprise. My daughter's socks were off and her boyfriend was licking the bottoms of her feet, while she was giggling! Not only is it innapropriate, it's disgusting. They we're surprised to see me and he stopped immediately. I got angry and told them to stop and her boyfriend to leave. Afterwards, I told her we'd be talking about this later but asked why she allowed him to do this. She said he had been asking her to for a while and she was only giggling because her feet are ticklish. She was quite embarassed, it seemed. I don't know what to do. My husband hasn't gotten home yet, and I'll discuss it wih him when he does, but does anyone have any suggestions? Should I punish my daughter? Should I talk to her about fetishes? Should I stop allowing her to see this boy? Should I get contact with the boy or his parents? I really could use some advice, this is a situation I never expected to get in. Thanks!
