Open Question: What should I do about my co-worker at work?

I have a co-worker at work who apparently has a foot fetish because I have caught him many times looking at my feet when I slip off my pumps. There have 3 incidents where he has purposely but objects under my desk so my barefeet would step on them when I take of my pumps.One of the objent swas Movado Gold watch which at first IO didn't know was his until I went asking around, a 5 dollar bill and a silver bracelet why would he do this is he mentally not stable should I report him he seems to be a nice person suggestions are needed.
