Open Question: How do people develop foot fetishes? Is there a psychological profile associated with foot fetishists?

I personally find this predilection difficult to comprehend. The best answer chosen will address the questions above, and one of more of the following. Can foot fetishists get gratification from, say, an unsuspecting female walking by wearing sandals? Does it have anything to do with inferiority? Is there a link between foot fetishes and smothering fetishes? Has anyone ever been "cured" of a foot fetish? Inquiring minds wanna know. The old "asking for a friend" line is old/lame, but I have to specify that it's not my personal fetish. I have unfortunately become privy to the fact that someone I interact with almost daily has this fetish. I want to be politically correct, yet I don't want anyone looking at my feet in a sexual manner, especially at work. It's kinda like the guy who would call information and bother the operators so that they would scold him--that was his fetish. I want to know why something that's so unappealing/mundane [in my eyes] could translate into something sexual.
