Open Question: Do our hormones go crazy during puberty?

I am 17, and I remember when I was younger I wasn't even that keen or desperate towards my current obsession with sex. I don't have a girlfriend, I masturbate every now and then as I just suddenly get horny and my sister who is now 22 (a lot of guys like her and some of my friends were telling me back in school that she is hot when she went with me in parents evening. I don't have any sort of love attraction towards her of course (as she is my sister of course) but now when I see her, and sometimes when she puts her feet up on the couch I suddenly get the urge to lick her toes and sometimes I think she has a nice figure and Its like I have a crazy obsession with foot fetish. Why is this happening to me? Back when I was younger and she used to put her feet up I used to be like eww take your feet off the couch, but now I feel like I am changing.
