Open Question: my neighbor has a motion detector pointed in my house is it legal?

I've known about these neighbors camera fetish for about 5-7 yrs now. It was always told to me by them that they were looking out for the neighbors, but recently when i was in my daughters room i noticed that when I moved slightly the light on the outside of their house came on. The distance from our houses have got to be 250-300 ft away and we have trees and trellis in front of this room which would make it difficult for someone to see in unless they were in our garage or on the side maybe 10 feet away or closer. It concerned me because the detector was so sensitive that even turning a page in a book was triggering it. I confronted the husband and he said very quickly "i know what your talking about" it will get fixed. Just seemed very shady. two weeks p@ssed and it started again at 11:00pm I walked to my neighbors house to let them know the sensor again is detecting my movement in my house, they assured me it would be fixed. I was still uncomfortable so on top of double pane windows and curtins I added a thick comforter to see if that would help. Well last night it happened again, I kn0cked on their door but non of the adults were available just a very immature 19 yr old girl that rolled her eyes at everything I expressed about the detector. I even asked her if she would find it strange if she was in her bedroom reading a book and every time she turned a page our house would light up? She had no response. I am going to the city hall after work tomorrow to get some answers. I was just wondering if anyone knew if this type of high powered equipment is legal and can they have it pointed in my house. I want to take the blanket off of the window but i feel very unsure about what this may be. I hope it is not video...This has made me extremely uncomfortable. Thank you everyone for your responses. I didn't specify above how I tested it ten 20 times before I ever approached the neighbor regarding their sensor "motion detector" My sister and I stayed very still in the room till the light went off and then lifted an arm ever so gently. This triggered the sensor over and over and we were not standing near the window. hmmm I don't know if it is true that there are no detectors that sensitive however this one is and I hope to get this resolved soon, Thanks again all Good night
