Open Question: My cat licks everything, what is his deal?

I adopted a large tabby cat from the pound a little over a year ago. It was a mother's day gift to my mom. He is an awesome cat! He's 20lbs + and he is a big lover. Problem is he has this weird crazy licking fetish. I'm not kidding he licks everything and anything, floor, wall, your hand, your face, feet, couch, carpet, cement, cars, and himself obviously. It's out of control to the point we feel bad for him. Is there anything we can do to help him? Is this normal? Anyone have the same problem? He's on well made food and groomed everyday has lots of love, yet he seems to be lacking something...We just aren't sure what! Thanks for any advice! Meow! Yes and we are concerned about the weight, he is on a diet food and we only give him small amounts at a time. It has been difficult because he crys and crys if he does not have his food throughout the day. The vet has also been watching his weight too. When we got him he was only 14lbs so he's put on a significate amount since we got him. We are used to having outdoorsy cats that like to hunt and play in the yard, this cat doesn't do any of that. If anyone has any suggestions about that also, that would be helpful. He's only 3. He does not eat any scraps, milk, tuna, or wetfood, or does he hunt like I mentioned. He just eats his dry food. He is an odd kitty. But if the licking thing is an affection thing that's okay. It's is pretty cute he gives kisses. It just worries us when he's like the pavement for hours on end outside. Lol. Poor cat! But he gets lots of love!!
