Open Question: Does my boyfriend have a foot fetish?

We've been dating for almost 2 months now and he's always sort of liked to rub his feet against mine when we would be laying down together. He once touched my right foot slightly and glided his hand over the top of it, but today he was touching all over it and even my toes and the bottom of my feet. I don't really like people touching my feet, so I playfully told him to stop and he was like "no, they're my feet!" And he rested his head on my legs and all of a sudden started licking the side of my foot and I was like "what are you doing!" And he responded that he could also suck on my toes too.. This is really weird, honestly. Is this normal? Should I just let him do his thing? Was he just messing with me..
